I've noticed this too. I think many imp guilds have at least 1 or 2 good pvpers, but they probably don't consolidate into a PVP guild because they also want to do ops, and have a raid group they belong to in their respective guilds. My suggestion for people would be to do what I did: take note of who pulls good #'s/medals, who coordinates tactics, who guards nodes well, who Guards other players, etc in your matches and make friends with them. Ask if they'd like to team up or if they have a spot in their group.
The caveat though is to make sure you're pulling down some decent #'s yourself, because no one wants to carry a n00b. If they're full or not interested, then move down the line and see else was pulling good #'s to team up with. So as a result of this kind of networking, I've got friends in 3 of the more active Imp PVP guilds and almost always have competent players to roll with. And these friends in turn know other competent players from other guilds that can join us when we have space available. Network, people! ;D
Another thing we need to do is answer people's questions about PVP gearing and tactics when they ask in Gen chat instead of giving snarky-*** answers. If they're willing to learn, it's in our best interests to help out.
