Saw this as well. Went ahead and RE'ed it to learn the artifact schematic. The artifact quality version has the correct information in the tooltip.

I hope this is a bug/oversight as well.. especially since the 212 implants and earpieces are BoE. just doesn't make sense for the relics to be BoP

definitely needed! with so many companions now, it's hard to remember which ones have the highest influence!
