So which one would you recommend for getting Missions from? I always thought only the Rich Lockbox missions resulted in Purple Mission plans.

I tried to see if this was explained anywhere else but I was unable to find anything. Are there Level 4 Lock BoX Rich Missions? I dont think Ive ever seen one. And if not, Why?
