You need to make maybe 10 of the original item and RE each of those until you get the schematic for the artifact version you listed. There is a sticky at the top of this forum which explains quite a bit about RE various items. However in the case of the one you linked it appears to be modifiable like an orange armourpiece. This is how they used to look back in beta so it might be that the one you linked was a drop or came from an artifact box bought with commendations.
