It's clear that Tank is not designed to do damage and DPS is designed to do damage. Then, why DPS is not getting the higest aggro everytime he attacks? I also wonder how threat is computed: it depends on the skill currently being used? It does on the full set of available skills? The damage dealt in the last few seconds? I would love if you can elaborate more about how threat is generated.
