Is there any point to it besides credits & fleet medals (which I'm already maxed out on ship gear)?

I don't understand why this ability is disabled against players. I play shield spec, usually tank, always in close quarters to pve enemies. I use shoulder slam as part of a chain for tanking, I always have to skip it in pvp. Don't really care about it being disabled against elites & higher(pve), but I think for melee powertechs it is a good direct dmg for pvp. I'm pretty sure it's not overpowered.
