If Bioware has some data that combat medic does substantially more than scoundrel or, especially, sage, I'd be surprised. This seems completely out of the blue; rumors I've seen have all not said much of anything on commando, or suggested they were about in line with where they were meant to be.
If somehow combat medic was scaling better than the other two in tier 2 gear, this is not the way to nerf them.
Seer and sawbones have short/no cooldown ways to restore their resources-- Heck, sawbones is getting a buff for one of their methods. Combat medic has only its 2 minute cooldown and a 2 (soon 1) point restore on SCC. No faster regen like Pugnacity, no proc'd ammo restores. Instead, commando is innately efficient.
In learning combat medic I'd overspend and find myself around 4 ammo with Recharge Cells down, and find myself spending the next few minutes cursing myself at my lack of discipline. On my scoundrel, I could get away with that if I had to, I'd just weave in diagnostic scans and be back up in no time. Because of how absolutely miserable the feeling was (Even if it didn't cause a wipe, which it certainly did a few times), I trained myself to be aware of how much ammo I'd spend and very rarely mess up like that.
That miserable feeling comes from knowing that you can't do anything because you messed up. You didn't manage your resources well enough, you didn't plan ahead for this damage, and now, you can do almost nothing but watch. Not only will it be much easier to fall in that trap, avoiding it will require so many more hammer shots that you might as well feel that way all the time.
If combat medic scales too well, if you really feel they're just totally outperforming seers and sawbones, please don't gut their resource management. Just lower the values of their heals.
If you never intended combat medic to be this efficient, where is their diagnostic scan, pugnacity, or noble sacrifice?
