I'm glad I'm not the only one annoyed by this. If he was 50 it would be less annoying, but still a gold farming / exploit mechanism.

I realize there are many bugs in the game, but surely this cannot be that difficult to investigate.

It's been over a week and this guy is still there near the quest area. The mob near him is a republic mob, so he cannot be killed, but can continue to farm the hell out of the chest 24/7.
