You're right. There are two rolls. Just the opposite way.
The first roll determines Hit vs avoidance.
The second roll determines crit vs shield vs normal hit.
As far as i know, very high crit and shield will move the normal hit off the table.
Point 1: you can't shield a crit.
Point 2: Since you can't shield a crit only normal hits, effective mitigation numbers are goind way down, if you're fighting someone with very high crit (be it pvp or pve).
Dont beleive me, google it up. Source was a dev, this was said in the beta forums, thats wiped now.
