    I've played both and there is no significant delay difference like motar volley/death from above. In fact, I prefer Ion Pulse because it's easier to gauge range to target without a cloud of fire in your face and it is a little more covert in pvp. Personally, I love vanguard in PvP and find it very satisfying.

    Just so you know, legacy XP is server specific. So if you're not playing on the server of your main you're not gaining legacy levels that can be applied to that charater.
