Side note, this bug also blocks you from doing the Weekly activity finder quests because you can't select all the Flashpoints in the filter thanks to this bug. Good times...

Ventrilo not working while the game is open?

Hold down shift and right click the vent shortcut and select "Run as Admin". Vent will work in game then.
