Bring back my giggle

Commendation mods not available? So I've run my scoundrel through Corruscant and The Esseles, picked up some nice orange gear, and used commendations to upgrade it. Now I've come to Taris expecting to do the same with the next level of mods, and what do I find? The commendation mods vendor doesn't have any scoundrel (skill) stock at all!! He has lots of stuff for other classes, but not me. Is this a bug, or am I missing something that everyone else knows?
