Somewhere in the distant past we were told that the ability the move hoods up or down was coming. Did this get lost or just forgotten?

The tool tip for the bubble is at best vague. Does it absorb damage from all attacks for the full 30 seconds? How much does it absorb? Some people say that it ends when it is depleted? As a healer I have always cast it as preventative medicine, am I wrong? Thx in advance
