I've been noticing that Wither doesn't seem to be proccing stacks of Harnessed Darkness (shock does, as expected). Did they change the function of the talent but not update the tooltip or something (or am I bugged somehow)?

Is it possible to copy keybindings between characters? Sort of a pain to rebind all my keys on any alt I create.
