Why are you advocating for changing it? Don't lie to yourself. you don't like that you can't complete stop people for several second to bring them down to 50% or less.

CC is not pvp - its a joke. Thats why resolve bar is awesome and why assassin gets low duration combat cc.
If you're not using Force Slow after your open with Spike then you are playing the wrong way.
Spike almost useless ability.
