Just adding my name to the mix of this is still happening to me but only since the latest patch. The link you gave to Direct X 9 doesn't specify where to place it in Windows 10 and the few places I've tried so far it says it can't, like Windows>system32

I've been experiencing incredibly bad MS for a little over a week now. I get around 500MS+ at all times, sometimes reaching into the thousands. This only happens on this server and no others. I have characters on other servers and they are just fine, even servers in the same time zone. It's just this one that seems to be having issues, and this happened just after the last patch. It makes the game virtually unplayable on this server the way it is now! I have talked to other people in chat on this server and they all are experiencing the same thing so I know it's not just isolated to me. Any help would be greatly appreciated.
