Let me rephrase my question: are we getting the flagged for PvP message even when in an area that's not open to PvP?

On a PvP server you get the flagged for PvP alert constantly, but it's hard to tell when you are actually in danger. On Nan Shadda for example I was strolling around the Republic landing pad near the Promenade as a BH and all Republic players had blue names.
