Has the Legacy option begun yet? If so, how do I create a last name and start connecting characters?

Just a suggestion. I think we should have the opportunity to maintain one particular style or look while being able to take advantage of new gear stats. Kind of like in DC Univurse. This way we can have our own all-original look that we can alter or transition through stages like any “real” Jedi master or Sith Lord. Any thoughts....?
