I think it's a very nice change of pace from the typical hero story lines. The Consular approach is to succeed through research and reasoning instead of slashing your saber, which, for me, is far more interesting. Chapter 1 will have your doing some repetitive quests, and your feeling of progress isn't great, but through the investigations you have to do, and the research, it paves the way for your character to become the skilled negotiator he needs to be going into Chapter 2. So although, it can be a bit slow, the conclusion for Chapter 1 is very satisfying.
I don't know about Chapter 3 though, as I haven't gotten to that point. But basically, if you like the Obi Wan type character that thinks and negotiates first, then the Consular is perfect for that. I basically gravitated towards it for that. Well, that and you get to throw Hadoukens with the force
If you like more of the Anakin/Luke type of Jedi though, then it won't be as great. Probably better off playing the Jedi Knight.
