    I believe the reasoning goes something like this; If you buy the gear from commendations, we know that you pvped so no valor is required, if you are buying the crafted orange shell, you might have pvped or you might not. So they added a valor requirement to make sure you cant have that look if you have not pvped.

    There are 3 types of fragments (premium, prototype and artifact), so you might be trying to buy a blue or purple gift that requires less but better fragments
