I saw a Watchmen on my Trooper in a quest instance at the main base, other than that I have yet to find one that is killable to Imperials.

Do you recall where you found both the Jedi Armsmaster and Jedi Blademaster? I also am having no luck with the SIS mob so far.

I got the Nar Shadaa quest while docked on Nar Shadaa. I had to leave the spaceport, in my case I flew to dromund kaas then back to Nar Shadaa for it to work.
