Partisan x2 doesn't work as the different tiers are what currently separates the cooldown, which is where the bug is (and what will likely be patched). If you don't find yourself in a position to get a PvE version of the Serendipitous Assault relic any time soon, hop into a few WZs and get a partisan one. Seriously, even if you've never set foot in a WZ before, getting 550 regular comms will be quick.

Elemental = fire isn't what matters. Someone brought this up last week in the general BH forum, it just fell off the front page, so I won't bother with the copypasta. Go here for an updated explanation.

Burnout is a valid answer to the original point, it's a 30% "execute phase" buff to ~20-25% of your output as a PT pyro (burning tech). It's also passive and free, requiring no additional resource management or use of a GCD (takedown, etc.). It's one of the reasons why the CGC nerf was BS for raid output, as your main DoT now does less with burnout active than it used to without. Arguing over it not being an execute "ability" is irrelevant in PvE as it serves the same purpose; increased dps below 30% that doesn't show up on the dummy. Defining an "execute" in PvP is another matter.

Again, that's because of outdated information, as the old DG Cerulean Nova relic was force and proc'd lightning strike. Post 2.0, if you really wanted a new dmg proc relic instead of power, a Juggy with armor pen would use Kinetic Tempest, or Dark Radiance without. It's actually been simplified and made more obvious, they just shifted around several of the procs at the same time which has made it mildly confusing. They also forgot tech users without armor pen in the underworld tier (there isn't a correct one, as elemental transcendence is bugged and becomes force again). You want either force or tech based on your class crit rate, then mitigated vs non-mitigated based on whether or not you have armor pen. They probably figured dps would use two power relics anyway and not really care.

You're still reading outdated info, it's probably coming from someone who still uses their DG Dark Radiance relic, which is correct because it wasn't changed (it still procs corrosive injection and not dark spike) and has more static power. DG Dark Radiance also says internal tech in the tooltip after 2.0. http://i.imgur.com/XqYE2LG.png And you've got the concept backwards, the tech part is what matters for crit scaling. Take 5 minutes and parse it on the dummy for yourself if you want to see it. Dark Spike and Plasma Burst will hit each for 241 min / 406 max. Dark Spike will have a terrible crit rate (5-11%), Plasma Burst will be normal (35-50%). This is moot anyway, just keep using DG Boundless and get a Partisan or Conqeror Serendipitous Assault and call it a day (until you can get a PvE SA drop).

"Renting" them, makes testing for yourself much easier. And the real answer for right now? Stack the Partisan / Conqueror PvP Serendipitous Assault relics, they count as separate effects. I imagine this will be patched soon, so I wouldn't blow comms on it if you don't PvP much.

Burnout

You're right, and good catch on this. I didn't realize how much they shifted this around. Dark Radiance was internal tech damage (corrosive injection) on the old DG relics, and still is if you have one that was bought before 2.0. That's why you wanted to use it, Its crit proc was tied to your tech crit chance. The new Dark Radiance relics, even the classic ones, are internal force, so you won't want to use them. You probably will want Elemental Transcendence for Arkanian tier, but not for Underworld (it switches back to elemental force, but you'll want Serendipitous Assault anyway). EDIT - I just parsed them real quick, you do want Elemental Transcendence for Arkanian tier. The new Dark Radiance relics proc dark spike instead of corrosive injection, so your crit rate on it will be terrible (5%) and it did over 10dps less on the dummy. Basically, if you have an old DG Dark Radiance relic, keep using it for the proper proc and extra static power. If you have to get a new one, use Arkanian Elemental Transcendence.

Just wanted to throw a quick note in here about REing the 28s. If you dig them up you're allowed to RE them for mats at 430 skill; however you cannot learn the blue/purp schematics until 440 (you'll get a red error message about insufficient level if you would have learned it). The vendor gives out the 28s at 440 anyway, so there shouldn't be too many people affected by this.

If you pulled the armoring out before REing, this is normal.

Anyone know who Ashonde is? Looks like someone finally got the reflex 27 barrel, but I can't narrow down if that's a mule or someone that's always offline.
