I did get a cyan crystal from a cartel pack. I can't recall which kind of pack it was though. But yes you can still get them for level 10. Found info that they drop from the Blockade Runner packs here http://dulfy.net/2012/05/07/endgame-color-crystals-post-1-2-and-how-to-obtain-them/ . Good luck!
