Reproduction: Get on your alt and send a crew member on any mission for a skill your main does not know. Log onto your main and wait for that mission to complete. Open skills page and you will see the 4 skills. It seems to have something to do with the server not caring what character you are logged in to when it sends out events (such as a skill mission completing).

I'd specifically like to know which bodyguard skills you would give up to get riddle and tracer lock. Also which Arsenal skills are the next most useful build up to those 2 skills?
