Latency and frames per second(FPS) are too separate things. You metioned you were using an Intel GPU? Do you know what type? Intel GPUs are not very good, and struggle with current games. You could lower your graphics settings or just turn off certain options (like bloom, etc.). You are asking Why am I getting better FPS outside than inside areas? Based on the game settings, the distance option renders outside areas only. Also, the inside areas might have more DirectX effects going on that outside areas. As for latency, that is the quality and distance of the connection your pc has with the SWTOR servers. Jason Edit --- wow, you posted a few times while I wrote this.
