Not exactly. I'm suggesting that a player have the option to simply name his own cross-faction Legacy characters as a Rival/Enemy/Nemesis as opposed to the family member/friend options that they have announced.

As a possible solution for cross-faction Legacy characters, how about an option to designate characters in your legacy as a Nemesis or Enemy?
