Most MMOs at launch over compensate server wise. Spreading the population thin regardless of how many players play the game. WoW and many other games end up with a lot of dead weight servers that are virtually dead.
The worlds are split into small "worlds" so zones aren't over crowded; this is a great idea. I thought the greatest purpose for this would to allow an obscene amount of people to play on one server. You'll always have people to PvP against, people to do group quests with, flashpoints with, etc, but you would never feel the burden of having to compete with 300+ in one questing location.
TLDR: Up the server caps, but don't make a lot of servers.
