"Can you run it?" says I pass for anything but the CPU. (decently to me means good FPS at any settings. The last thing I care for is graphics/shadows/whatever, I just don't want lag)

Can you run it? says my CPU does not meet the minimum requirements. But afaik my CPU beats both the ones that are used as requirements. I'm using a Pentium® Dual-Core CPU E5400 @ 2.70GHz.
