Recruit gear solves the problem of "new PvP'rs being discouraged" completely. Being at 80% capacity of veteran players is a disadvantage, but not a deal breaker. Skill would still certainly be the biggest factor in victory (along with class balance, but that is a different topic). As to your assertion that bolster has worked as intended at ANY point in time, when was this? What patch? You name a date or patch, and I could tell you which bug was prevalent at that time that legitimized PvP gear almost completely. I have new toons that play with partisan gear. Guess what? I still **** all over most kids. I hate to pull out the tired "l2p" argument, but if you claim that being at 70-80% capacity of the best armor set in PvP makes you a non-factor based on gear alone, you are simply wrong. If you can't compete with partisan gear, you can't compete with obroan either. This is certainly an l2p issue, and your argument that recruit gear would be a bad idea solely because a 20% stat gap is too big for you makes that crystal clear

it is painfully clear that the developers of this game are incapable of implementing bolster in the way they intended to. it has literally never worked as intended: it has gone from having one bug to another since its inception. this is not an exaggeration or hyperbole. if I can't run operation XYZ in my best in slot PvP gear (which I can't), then these *********** carebears who come in to a ranked warzone in full PvE gear should have 0 expertise, and they should get destroyed. just as I would in their favorite NIGHTMARE MODE LOLOPERATION. if you want to make the argument that "gear shouldn't matter in PvP, it should be about skill," fine, I can entertain that idea. but in that case, I would say "gear shouldn't matter in PvE, it should be about skill, and my PvP gear should get a carebear-bolster so I can do all the loloperation I want." and now we see how ridiculous that argument is. back on point: BW cannot ever fix bolster. it is such a coding nightmare and mess that it ought to be scrapped completely. if you don't have expertise on your gear, you ought to get **** on. when they implemented recruit gear, they had the right idea. tl;dr 1) remove bolster completely 2) reinstate recruit gear that is given to players that reach level 55 (that has max expertise, but ~70-80% of obroan's other stats) 3) have conqueror also have max expertise and be a cumulative ~80-90% of obroan's stats but MARK MY WORDS. bioware will NOT remove bolster, they will (eventually) fix this blue 46s bug, and THERE WILL CERTAINLY BE A NEW EXPLOITABLE BUG THAT IS A DISSERVICE TO PVP'ERS AS A RESULT. and the cycle will continue for as long as bolster exists.

XD Yup, unfortunately, the biggest barrier to ranked in our guild right now is never having a good comp online.... As in, a good combination of classes/specs to run together. I hope we made it at least mildly exciting for y'all!
