Bingo.
Seemingly they fail to realize that there are more countries trying to play than just UK, Germany and France. There are almost an equal number of EU-English servers as there are German ones, even though English-EU covers at least Ireland, Netherlands, Denmark, Norway, Sweden, Finland, Russia... (god, this'll take forever to list) ... basically all the non-French and German speaking countries.
Additionally, people will want to join their friends, not an empty server.
I get that they need to be careful so that they don't end up with empty servers after the first free month of game time when some people will not subscribe, but what they're doing now is ensuring there'll be more people that will not bother playing.
We all purchased this game to play it, not watch a server queue.
Server queues are something I would expect from early-day MMOs, but not after years and years of industry experience, statistics and data.
