I'm relatively new to all of this and I sincerely don't understand how to interpret the gearing key that you put there. Like it doesn't mention slots or anything so I don't get it. Can anyone try and elaborate please?

Since coming back to this game after a long hiatus AND hitting 65 no matter how long (and I mean hours) of sitting in story/hardmode group finder has a group queue popped. Can someone please explain to me why? Is it a insane oversaturation of dps? All these weekly's go to waste in my logs because I can never join a group.
