The old Centurion and Champion gear that was previously partially modifiable is now fully modifiable with armor, mod, and enhancement slots. You can also remover the armoring if you like. The new purchaseable Recruit gear is slightly better than the old Centurion gear was. Other items have had stat changes so some may prefer the centurion gear if they already have it, even though the net stats are lower. Also there are no set bonuses for the new Recruit gear. Champion gear is superior to the Recruit gear.

You must not be aware that Swiftsure is the unofficial Oceanic PvP server. So trying to compare so called "offpeak" demographics from it's unique place in the TOR server landscape is pointless. You should do some research and never use an outlier like that as the basis for your argument. They would have to merge so many servers to get the offpeak numbers you are talking about that the queues in primetime would be intolerable. I don't think that's a viable solution. If you play offpeak and need more action, then find a server that provides it.
