I am having the same issue

Thanks everyone. Sure enough. Worked just fine with a lower Legacy.

Not sure if this has been confirmed or not. i cannot find it if it has. But the wording on the Chiss unlock description is not too clear. Do you have to have a Legacy level 10 and a Player level 10 or just a Player level 10 with a Legacy? If anyone confirm, that would be great.
