How do I demonstrate my legacy?

I still don't get it. For example: This person is an Empire player in a Empire outpost. Does Republic players attack Empire outpost? If they do, do the imperial troops attack them too?

I'm level 19. I bought my speeder and it's in my inventory and stuff like that. well anyway I right-clicked and it said I have the lack of skill. So, how can I learn how to ride a speeder bike? Any help will be appreciated.
