They might be a bit over, not sure, but are you really comparing healers to medpacks? And using the medpacks cooldown as basis for a 20- 30 sec cooldown for healers? Are you serious that you think that will "level the playing field"?
If someone is healing over 300k, it's most likely a fully specced healer, so it deals almost no damage, also because it spent most of the time, I don't know, healing. As a Commando healer I only get over 50k because of the aoes (mostly mortar volley). The system is supposed to take advantage of all roles in the same team, a team with a lot of healers might be hard to kill, but will struggle to kill as well. Your ideas would make the system absolutely unbalanced, not to mention the fact that I disagree, healing ain't overboard, nor gimp, as others say. It's in a very interesting and, imo, balanced place.
