I found the queue times on Harbinger to be really good (short) almost any time of day or night.

It's all my fault. I am on vacation this week. I have a long history going all the way back to Everquest that anytime I am on vacation, you can guarantee servers will be down all day on patch day.

As of 4/2/12, it's still bugged, and the quest re-appeared in my quest log like it wasn't finished. This happens if you choose the light side option.
