If you are using level 55 pve armorings for the set bonus the BiS combination is 162 armoring, 162 mod, 162 enhancement, same rating as brutalizer. You only lose 3 expertise per piece of armor with this so you'll have 2012 expertise in BiS gear with 2pc pve set bonus. For 2018 expertise, a combo like mmerry's is necessary but you get less stats while gaining little expertise.

I also believe it wasn't fixed. On my shadow the tooltip values of weapon damage attacks do not change when gaining bolster. However, force attacks are increased by about ~9%. Either the tooltips are wrong or weapon damage is not being bolstered. Using a 34 hilt should boost weapon damage, but with a loss of 68 expertise force damage would go down.

I have a Kell Dragon and Underworld serendipitous assault relic and can confirm that they do stack. They can proc together and proccing one does not prevent the other from proccing within the 20 second cooldown.
