I had this same issue back on on of the test weekends. I reset the quest then used the holoterminal. I had another quest that required me to use the terminal so when I would click on it with both quest requiring the holoterminal to start it would get confused and just kick me out of the conversation. Try resetting the quest and use the holoterminal before continuing the story line quest.
