    If it works the same way as the APAC Transfers then your Legacy XP will transfer but you will have to re-choose your Legacy Name.

    Adding a Game Time Card will change your status as you have paid for more time up front, I did this when I joined a couple of months ago so I could send a Friend Invite.

    I normally get between 100 and 150ms when I connect to the East Cost server my PVP Guild are on and it plays well without any problems. When it goes over 200 I start to get a little lag but this is very rarely. P.S. I'm in Europe

    Don't think that SW:TOR has direct support for a controller but you could use a program like XPadder ( http://xpadder.com/ ) to bind keys to the controller.

    Not all European servers are dead, "The Red Eclipse" is one of the most populated I believe and has a thriving community. I recently re-rolled my characters on that server and there is always 150+ people on the Republic fleet most of the time and on average 60 - 80 people on the starting worlds.

    Also depends on what Graphics Card the OP has already, would be helpful to have some system information before people can recommend upgrades.
