I did this quest as a level 29 Juggernaut, can't remember if I was specced Vengeance or Immortal at the time, but it doesn't matter. I brought Vette with me, and used this strat:
When the first wave comes, force charge in there and go nuts, then when the second wave comes, they will aggro you since you're the farthest-up thing. High-tail it back past the defense line, and run behind the tent where you originally picked up the quest (EDIT: Make sure you click Vette to Passive when you start your retreats, or she'll muck up the whole plan! ). The robots will follow you since you've broken line of sight, and that will put them right in the middle of the troops. (One problem I had on this previously was that the robots would be out of range of the troops if I was up in their grill, so the troops would just sit there.
Use the same strat for the second wave, and of course wait to talk to the commanding officer until your medpac/Saber Ward is off cooldown again. When the big guy comes, hang way back and let the soldiers pick up aggro, then jump in there when he's been whittled down a bit.
