Well, it's most likely a marketing strategy. They are giving those who purchased the Collector's Edition (i.e. those who have shown that they are willing to spend extra money) greater incentive to return so that, in part, they will continue to spend more money on Cartel Coins.

I've been working on gearing my Scoundrel up for PvP and I've noticed that the Battlemaster gear looks a little tacky. The chest piece, gloves, belt, and bracers are all black, brown, and gold but for some reason the headpiece and legs are white and red. I don't get it. They look really awful together.
