You just need to play the war zones to earn WZ commendations. The level 20 PvP gear is quite nice, The chest, gloves, etc I believe are about 120 WZ commendations each and there are cheaper items like implants. I have better gear than the level 20 pvp gear ( helm and grieves) from the 3rd instance Athiss. Hope this helps

Sounds like Vanguard is what you are looking for. I like to tank and PVP. Vanguard kills!! !!
