Missing value in the new combat log data

When parsing the new combat log data from PTS, for the new ModifyCharges lines, the field describing the target of the effect is missing. This makes these lines hard to use, especially in cases where the same ability is applied to many targets at the same time, for example Trauma Probe from Commando.

 

Example:

In the first line where the ability is applied the target (3rd field) is specified, then in the second line the target is given only as an empty pair of []. This happens for all ModifyCharges lines, not just for Trauma Probe.

Another thing, only about Trauma Probe and Kolto Shell: In game you get 7 stacks of Trauma Probe, but in the log files it reports only giving 6 charges when first applying the effect. I checked a few other abilities and Trauma Probe from Commando and Kolto Shell from Mercenary were the only two abilities I found were the stacks differed in-game and in the logfile.
