In order to hopefully help you a little, try to select the "Repair Installation" function in the launcher when you use the launcher from the website or check the local data in the settings in the library on Steam Link to comment Share on other sites More sharing options...

Also, if I back out and restart the program, and try to log in a different character it tells me that the first character is still logged in.
