The set used to be obtainable via the old Galactic Command Crate system, but currently the only way to get it is via the GTN at extremely exorbitant prices. There are similar set items, but for an OCD person like myself, I prefer the original Brutal Executioner set. Art work would not have to be created as it already exists, it would simply have to be tagged as a sale item on the Cartel Market. It would have to be introduced somewhere as a for-gameplay or for-credits or for-event-currency item, just like it was before. And the other 31 Command Crate sets, frankly.
