A power generator provides additional stats and is an offhand item, nothing more. They're used by Commandos, or by Vanguards who are specced for DPS. A shield generator is essentially a high-tech shield. It allows the character to block some percent of attacks, and when an attack is blocked, it provides a percent of damage reduction. Each cell is a sort of 'stance' that does something different based on abilities that you use. Read the tooltips for more information, they're very clear about how each affects you.
