It seems like fifteen minutes is a reasonably generous window to attempt login, receive an email with a code, and type it in. It would seem this should be enough, anyway. Getting an authenticator has nothing to do with this, they should be sending these within the stated timeframe or allow people to login without one like every other website and game does.
