(For the more interesting things the vendors in the Cartel Bazaar sell, you need high ranks with the relevant reputation, and the packs that dropped CMCs *also* dropped reputation tokens.) Rerunning old CM packs more often than they do would help fix (or at least alleviate / mitigate) it, and it would be a low-cost thing - every necessary in-game asset already exists.
