I remember them selling these some years ago around the time of real life 4th of July. For the upcoming holidays, both real life (Christmas, New Years, etc) and in game (Life Day), please bring the fireworks packs back to the Cartel Market. Putting fireworks on the cartel market as a promotional item wouldn't hurt anyone, and it would not take up so much "precious dev time" that they couldn't do other things.
