Potent Medicine is just before Bacta infusion, it increases your healing crits by 15%. I've so far been trying out going heavy crit as a healing and a DPS spec and enjoy the benefits thoroughly, typically because your heals will not often overheal if you crit, but i've hardly relied on critting at the same time. I'm not sure you'll get a solid answer until some math buff does the numbers, and in the end it doesn't hurt to focus on either of those stats.
